PURPOSE: An apparatus and method for detecting the motion of an image by using a motion detecting determining unit in a DVR system are provided to efficiently detect motion using a small amount of resources without using complex motion detection. CONSTITUTION: A luminance value calculating unit(120) calculates an image luminance value from at least one or more luminance values by a cell. A first storing unit(130) stores a first motion threshold value. A second storing unit(140) stores a second motion threshold value. A motion detection determining unit(150) determines whether motion is detected in an input image.
