PURPOSE: An apparatus and a method for forming a board are provided to flexibly treat the changed shape of a board by constituting a variable mold using a forming punch block and an integrated mold block. CONSTITUTION: An apparatus for forming a board comprises upper and lower variable molds composed of multiple mold blocks. The mold blocks comprise forming punch blocks(10) and integrated mold blocks(30). Multiple forming punches(11) for forming a curved surface are arranged on the forming punch blocks. Forming units(31) for partially forming the curved surface are formed in the integrated mold blocks.
