PURPOSE: A fuzzy simulation system for determining a disaster and a method thereof are provided to improve the reliability of determination by using sensors as backdata for determining a disaster. CONSTITUTION: An input unit(110) receives an input function which establishes a safe state from sensor values, an output function showing the class of the disaster risk, and a rule for inferring the degree of disaster risk. A fuzzy inference unit(130) creates a fuzzy rule based on the input function, the output function, and the inferring rule. A simulator(140) calculates a disaster risk degree by simulating the fuzzy rule. The sensor value comprises information regarding oxygen concentration, oxygen concentration variation, carbon monoxide concentration, temperature, humidity, fire, and smoke.
