ROBUST CHARACTER SEGMENTATION SYSTEM AND METHOD USING MACHINE INTELLIGENCE IN A DEGRADED VEHICLE LICENSE PLATE UNDER ILLUMINATION EFFECTS AND DIRT

PURPOSE: A system and method for extracting a character area of a strong car license plate image damaged to a contamination material and influence of a light by using a mechanical intelligence are provided to improve accuracy by removing the contamination and noise. CONSTITUTION: An edge detecting unit(120) detects a contour line of an image from an input image. A binary threshold calculating unit(130) calculates a binary critical value in which a character area of a car license plate conspicuously can appear. A noise removing unit(140) removes a noise in an image of the car license plate. A character area detecting unit(150) generates a projection histogram form the image to X axis and Y axis.
