<P>PROBLEM TO BE SOLVED: To extend flash reach for flashing light and simultaneously reduce smear for non-flashing light. <P>SOLUTION: When a switch SW1 is turned on, a control part 102 changes luminance for aperture control during actual exposure by selection of a program diagram. That is, the control part 102 employs a diagram (B) for flashing as an exposure control program diagram available for actual exposure when a light emission determination part 115 determines that light emission is required, however, employs a diagram (A) for non-flashing when light emission is unneeded. In the diagram (B), luminance Ev as a threshold for changing an aperture value Av is Ev14 larger than Ev11 in the diagram (A).
