PROBLEM TO BE SOLVED: To provide a card cleaning device capable of effectively and surely eliminating unnecessary objects stuck to a card surface, a card cleaning method, and a card creating device. SOLUTION: The card cleaning device 11 includes a transferring mechanism 32 for transferring a card 10, an elimination mechanism 12 disposed above the transferring mechanism 32 for eliminating an unnecessary object D from the surface 10a of the card 10, and a control unit 31 for controlling the transferring mechanism 32. The control unit 31 controls, when the trailing edge 10d of the card 10 transferred in a predetermined transferring direction by the transferring mechanism 32 reaches the elimination mechanism 12, the transferring mechanism 32 to convey the card 10 in a direction reverse to the transferring direction.
