PROBLEM TO BE SOLVED: To provide an image processing apparatus and method, capable of reproducing a video with realistic touch by artificially detecting sparkle of the video at frequencies higher than an input frequency. SOLUTION: The image processing apparatus converts moving image data of frame rate F/sec to a moving image data of n×F/sec (n is integer of 2 or larger). It includes a frame rate conversion unit 102 which generates n pieces of subframes from interested frames in the moving image to be converted, a brightness fluctuation pattern calculation unit 106 which generates n pieces of fluctuation patterns in which brightness fluctuates as time passes from a plurality of past frames including the interested frame, and a brightness fluctuation part 103 in which n pieces of fluctuation patterns generated by the brightness fluctuation pattern calculation unit 106 are added to the n pieces of subframes generated by the frame rate conversion unit 102 respectively to generate and output n pieces of output frames.
