<p><P>PROBLEM TO BE SOLVED: To obtain packet exchange apparatus which is connected to a ring-shaped network and configured to perform a relay operation during power failure without infinitely circulating a packet at start-up. <P>SOLUTION: A packet exchange apparatus is connected to a ring-shaped network by two ring circuit terminating parts 3a and 3a. When no power failure occurs, a packet is relayed through a packet exchange part 7 via the ring circuit terminating parts 3a and 3b or two of branch line circuit terminating sections 2a-2n. When a power failure occurs, power is supplied from a power source part 8 only to the ring circuit terminating parts 3a and 3b and a ring circuit termination transmission control part 10, and a packet is directly relayed between the ring line terminating part 3a and the ring circuit terminating part 3b.
