PROBLEM TO BE SOLVED: To provide a method for producing composite silica particles and hollow silica particles, which can enhance effective utilization efficiency of a hydrophobic organic substance. SOLUTION: The method for producing composite silica particles each having a shell part of a silica-containing component with a mesoporous structure and containing a hydrophobic organic substance within the shell part includes: adding an aqueous solvent to a solution containing a hydrophobic organic substance and carrying out emulsification; and forming a shell part of a silica-containing component with a mesoporous structure on each emulsified oil droplet surface of the hydrophobic organic substance.
