PROBLEM TO BE SOLVED: To provide a cleaning device which is reduced in deterioration with time and excellent in cleaning controllability and to provide an image forming apparatus. SOLUTION: The cleaning device including a cleaning roller getting closer to or coming into contact with a body to be cleaned, to electrostatically remove the charged fine powder of the surface of the body to be cleaned includes a first area 71e having a positive-polarity potential and a second area 71f having a negative-polarity potential on the surface of the cleaning roller.
