PROBLEM TO BE SOLVED: To provide a motion detector capable of improving the accuracy of motion detection. SOLUTION: A color separation circuit 41 separates RGB data of an input image into color signals. A divided window integration processing circuit 42 performs color signal level detection for each of a number of windows obtained by dividing a full screen to calculate an integrated parameter. A subtraction processing circuit 24 performs subtraction between the integrated parameter of the latest frame and the integrated parameter of the preceding frame with regard to the integrated parameter for the window selected from among the integrated parameters for the respective windows calculated by the divided window integration processing circuit 42. A comparator 27 compares a subtraction result by the subtraction processing circuit 24 with a given threshold value to determine whether or not motion exists in each selected window, thus improving the accuracy of the motion detection.
