PROBLEM TO BE SOLVED: To provide a content downloading service which easily uses both the Internet and television broadcasting individually as content communication paths.

SOLUTION: A providing apparatus 20 is constituted of: a communication-type providing apparatus 20A; and a broadcast-type providing apparatus 20B. The communication type providing apparatus 20A is constituted of: a Web server 21 functioning as the portal site of content downloading services; a client management server 22 for management; a charging/settlement server 23; a metadata server 24 for transferring download control information and playback control information corresponding to contents to a receiving apparatus 10; a content server 25 for transferring contents to the receiving apparatus 10; and a DRM server 26. The content transmitting section 27 of the broadcast-type providing apparatus 20B uses a television broadcast signal so as to broadcast encrypted contents. The present invention is applicable to a television receiver, a digital television tuner and the like on a receiving side.
