<P>PROBLEM TO BE SOLVED: To provide an action presenting device, an action presenting method and a program for presenting an action by which users do not need to see each other when delivering articles used for service between the users while reducing the utilization cost of the users. <P>SOLUTION: A deciding part 12 decides a partner user of delivery that meets the return request of the user, the delivery time and a delivery place based on situation information acquired by an information acquiring part 11. A display generating part 14 presents the determined delivery time and delivery place to the user, and presents the delivery place to the partner user after a determining part 13 determines that the partner user and the user do not meet together.
