PROBLEM TO BE SOLVED: To apply processing to a person region in an image in a realistic processing time in consideration of privacy, so as to practically monitor the behavior of a person. SOLUTION: A person is detected from a captured image. The captured image is divided into a plurality of sub-areas. Alternatively, the persons who are in a predetermined area of the captured image are grouped. The number of persons detected in each of the sub-areas or the number of persons in the group is counted. On the basis of the number of persons, one of a plurality of processing treatments for the captured image is selected with respect to each of the person regions including the persons.
