PROBLEM TO BE SOLVED: To solve the problem wherein it is necessary to record information about a person to be monitored or a person not to be monitored beforehand when applying concealing processing for privacy protection to the person not to be monitored. SOLUTION: A plurality of person regions, in which a plurality of persons are present, respectively, are detected from an image of an image-captured space. Respective feature amounts of the plurality of person regions detected are calculated, and an evaluation value is calculated using the feature amounts calculated and a statistical value determined from the feature amounts. Image processing is applied in accordance with the evaluation value calculated in each of the plurality of person regions. Thus, it is determined whether each of persons is a person to be monitored away from the average behavior or condition in the space to be monitored.
