PROBLEM TO BE SOLVED: To provide an isolated link determining device for reducing maintenance cost and maintenance time. SOLUTION: The isolated link determining device determines whether or not a link extracted out of the links constituting a road network is allowed entry from the start point side and exit from the end point side. When it is determined that a vehicle can enter the link from the start point side and can not exit from the end point side, the isolated link determining device determines whether or not gateway information of a facility exists at nearly the same position as the position information of node data positioned at the end point side of the link. When such information exists, the link is a link corresponding to a road for entering the facility corresponding to the gateway information, and the link is determined not to be in an isolated state.
