Disclosed are: a binder for a toner, which is used for a toner that exhibits high print density after toner fixation and excellent fixability at low temperatures, thereby being suitable for high-speed printing and capable of reducing the power consumption; and a toner which uses the binder for a toner. Specifically disclosed is a binder for a toner, which is composed of hollow resin particles having a number average particle diameter of 100-1,500 nm, each of said particles being provided with at least one pore inside. Also specifically disclosed is a toner which contains the binder for a toner and a coloring agent.
