<P>PROBLEM TO BE SOLVED: To provide a developing device capable of effectively suppressing the occurrence of density unevenness by preventing the deviation of a developer in the developing device, when a developing speed is reduced; and to provide an image forming apparatus including the developing device. <P>SOLUTION: When a speed reduction mode (1/2 speed of a full speed mode) is set during printing in the full speed mode, a processing speed is reduced to 3/4 speed of the full speed mode and driven at 3/4 speed for a prescribed time.
