<p><P>PROBLEM TO BE SOLVED: To provide a method for producing a low molecular weight polymer, at a high polymerization rate and easily, made of a structural unit which contains a structural unit derived from 2-hydroxyethyl acrylate in high concentration. <P>SOLUTION: This method for producing the polymer includes polymerizing a monomer which contains≥70 wt.% of a monomer represented by following formula (1) based on the total amount of the monomer, in presence of persulfate and bisulfite, in an aqueous reactive solution of pH 2-5.5, and at a reaction temperature of≥10°C and <50°C.
