PROBLEM TO BE SOLVED: To provide a method for preparing a flaked graphite dispersion, which does not require heating to a high temperature. SOLUTION: The method for preparing a flaked graphite dispersion includes a step of flaking graphite oxide in a first dispersion in which the graphite oxide is dispersed in a dispersion medium to thereby prepare a second dispersion in which flaked graphite oxide is dispersed, and a step of reducing the flaked graphite oxide by subjecting the second dispersion to submerged plasma exposure. By the method, a flaked graphite dispersion in which flaked graphite is uniformly dispersed in a dispersion medium can be prepared without heating the dispersion medium to a high temperature.
