PROBLEM TO BE SOLVED: To provide ice confectionery hardly dissolving without spoiling taste even under normal temperature or a summer warm condition, and to provide an ice confectionery raw material. SOLUTION: The ice confectionery is obtained by adding cow milk to a rice powder raw material ground to put into a paste state and rice powder, stirring the product in lukewarm water to produce a dissolved mixture, and adding a hydroxide to the dissolved mixture followed by cooling for solidifying and molding.
