PROBLEM TO BE SOLVED: To provide an upper-layer base station which can suppress power consumption to the minimum in a wireless communication system having a plurality of lower-layer cells underlying the upper-layer cell. SOLUTION: The upper-layer base station forming the upper-layer cell in the wireless communication system having a plurality of lower-layer cells underlying the upper-layer cell includes an upper-layer wireless section for communication with wireless terminals existing in the upper-layer cell, an upper-layer inter-station communication section for communication with a lower-layer base station forming the lower-layer cells, and an upper-layer control section for instructing switching from a power saving mode to a normal operation mode through the upper-layer inter-station communication section with respect to the lower-layer base station which satisfies a communication connection condition for the wireless terminal currently in communication.
