PROBLEM TO BE SOLVED: To provide a powder cosmetic material in which the powder component causes no aggregation and the surface powder component causes no caking in press processing even if a large amount of oily component is contained. SOLUTION: The powder cosmetic material is characterized by comprising: oblate cellulose particles where the average particle size is 1-100μm, the average thickness is 0.01-5μm, and the oblateness is 20-200; and an oily component. The oblate cellulose particles are obtained by mechanically grinding a mixture comprising a cellulose material, at least one of grinding aids selected from the group consisting of water, fatty acids, synthetic polymers and organic solvents, and an N-acylamino acid.
