PROBLEM TO BE SOLVED: To prevent water from leaking into a structure, a floor cover, and indoors without requiring much labor and cost even if cracks or damage occurs in the waterproof sheet. SOLUTION: When a waterproof sheet 12 is laid down on a structure 1 such as a balcony, a protective sheet 16 is laid down under the waterproof sheet 12, and the protective sheet 16 is raised from the floor surface of the structure 1 continuously along a wall surface 1b. The waterproof sheet 12 is laid down directly on the protective sheet 16 without interposing a floor cover such as a heat insulator 2 therebetween. The protective sheet 16 is installed, in a box shape, on the entire surface of the floor surface on which the waterproof sheet 12 is to be laid down. The protective sheet 16 is fixed to the structure 1 by installing a sheet joint member 14, to the rear surface of which a sealing material 18 is attached, on the protective sheet 16, extending a fixing device 20 through the sheet joint member 14, and pressing the sheet joint member 14 against the structure 1 through the seal material 18.
