PROBLEM TO BE SOLVED: To provide a PDP (plasma display panel) that exerts excellent display performance, by driving the PDP to efficiently reduce the occurrence of breakdown voltage and electrical discharge with a relatively lower cost, and to provide a method for manufacturing the PDP. SOLUTION: The PDP in which a front panel 10 with a protective layer 15 formed thereon opposes a back panel, by interposing a discharge space therebetween, with the panel being sealed around a perimeter thereof. On a surface of the protective layer 15, a first crystal (MgO crystal 15A) and a second crystal (MgO crystal particulate 15B) having different electron emission characteristics are exposed to the discharge space, and the MgO crystal particulate 15B is dispersed over the MgO crystal 15A.
