PROBLEM TO BE SOLVED: To provide a method and an apparatus of manufacturing particles which can manufacture particles having novel simple dispersibility efficiently and stably for a prolonged period of time, and a toner which is suppressed in a fluctuation range in fluidity and a charge property, and can form high-definition images, and a method of manufacturing the same. SOLUTION: The method of manufacturing particles includes a process of breaking the toner into minute droplets periodically in which vibration is given to either a liquid chamber or a nozzle plate, to which a particle composition liquid containing at least resin is supplied, to break the toner into minute droplets periodically from a plurality of nozzles to discharge it, and a particle-making process of solidifying a droplet of a discharged particle composition liquid. In the process of periodically breaking the toner into minute droplets, at least displacement except the vibration in breaking the toner into minute droplets is added to the nozzle plate.
