PROBLEM TO BE SOLVED: To control printing process according to occurrence of unevenness in glossiness by predicting occurrence rate of uneven glossiness in an image to be printed. SOLUTION: When an image is printed by an image output part 104 that uses color material of pigment type, an uneven glossiness predicting part 102 detects image characteristic of the image to be printed, and based on the image characteristic, predicts occurrence rate of uneven glossiness when the image is printed. An uneven glossiness determining part 103, based on the occurrence rate of uneven glossiness, determines whether suppressing process is executed for uneven glossiness in the printing process of the image.
