PROBLEM TO BE SOLVED: To provide a coating liquid for forming an antimicrobial and deodorizing coating film excellent in antimicrobial functions, deodorizing functions and the like, and a substrate with an antimicrobial and deodorizing coating film. SOLUTION: The coating liquid for forming an antimicrobial and deodorizing coating film comprises an aqueous dispersant containing a water-soluble metal chelate compound and, dispersed therein, a titanium oxide fine particle containing 0.1-20 wt.%, in terms of an oxide, of an antimicrobial and deodorizing metal component.
