This invention provides a technique for stably forming a radio network even if base station apparatuses operate on storage batteries. A plurality of base station apparatuses execute inter-base-station communications, while a terminal apparatus is connected to any one of the base station apparatuses, and a collecting unit (32) collects, from each base station apparatus, information about the remaining amount of the storage battery used for driving the base station apparatus. A detecting unit (34) detects, based on the collected information, a first base station apparatus at which the remaining amount is lower than a threshold value and to which the terminal apparatus is connected. A selecting unit (36) selects, based on the collected information, a second base station apparatus to which the terminal apparatus connected to the first base station apparatus can be connected. An instructing unit (40) issues an instruction to switch the connection of the terminal apparatus from the detected first base station apparatus to the selected second base station apparatus.
