A bubble feeder (110) comprising a bubble generation part (4) and an air-water heat exchanger (21) which is a gas-heating part. The bubble generation part (4) has a gas intake port (5) for drawing a gas thereinto, and supplies, on the basis of the gas drawn thereinto through the gas intake port (5), bubbles of the gas to the inner part of the water to be heated by a hot-water storage tank (7). The air-water heat exchanger (21), which is a gas-heating part, heats the gas to be drawn in through the gas intake port (5). By injecting bubbles of the heated gas, scale precipitation within the hot-water storage tank (7) can be accelerated. Consequently, scale deposition on the surface of a heat-exchange pipe (10) can be prevented.
