PROBLEM TO BE SOLVED: To provide a method of extremely stably and efficiently producing a holographic optical element with a small optical system. SOLUTION: Transmission type holograms 1' and 2' are arranged on both sides of a photosensitive material 3 for hologram recording. First laser light 31 is made to enter the hologram 1', and an interference fringe is formed in a photosensitive material 3 for hologram recording by transmitted light 31 produced by transmission of the first laser light 31 through the transmission type holograms 1' and primary diffracted light 32 produced by diffraction of the first laser light 31 by the transmission type holograms 1'. Second laser light 41 with the same wavelength as that of the first laser light 31 is made to enter the transmission type hologram 2', and an interference fringe is formed in the photosensitive material 3 for hologram recording by transmitted light 41 produced by transmission of the second laser light 41 through the transmission type hologram 2' and primary diffracted light produced by diffraction of the second laser light 41 by the transmission type hologram 2'.
