PROBLEM TO BE SOLVED: To provide a high fatigue strength plate spring steel in which, even when hardness is increased, e.g., to≥510 HV in order to increase strength, namely, even in the case of reaching a hardness region at which hydrogen embrittlement becomes a problem, which can secure excellent toughness, and further, securely improves service life by high strength shot peening, and to provide plate spring parts. SOLUTION: The high fatigue strength plate spring steel has a composition comprising, by mass, 0.40 to 0.54% C, 0.40 to 0.90% Si, 0.40 to 1.20% Mn, 0.70 to 1.50% Cr, 0.070 to 0.150% Ti, 0.0005 to 0.0050% B and≤0.0100% N, and the balance Fe with impurity elements. The high fatigue strength plate spring parts are obtained by performing forming using the plate spring steel. In the plate spring steel, the contents of T and N satisfy Ti/N≥10.
