PROBLEM TO BE SOLVED: To allow a communication terminal to communicate with another device in a communication network when the communication terminal accesses the communication network for the first time. SOLUTION: A first apparatus 220 first allocates addresses on the basis of port. When there is no free IP address in the IP addresses managed in a first IP address pool, a second apparatus 240 instructs a relay device 100 to request an IP address on the basis of MAC address. Thus, the relay device 100 request an IP address on the basis of MAC address, to the first apparatus 220.
