PROBLEM TO BE SOLVED: To provide a device for setting parameters in which a receiving device and a transmitting device of a high speed serial interface can automatically set an optimal combination of a signal intensity parameter, a signal amplitude parameter, and an equalizer parameter on the basis of the transmitted and received high speed serial signal. SOLUTION: A data sampling part 130 samples the high-speed serial signal received by a receiver 110 on the basis of a sampling clock generated by a sampling clock generation part 120, and a characteristic detection part 140 detects the characteristic of the receiver 110 on the basis of the obtained data. A parameter setting part 150 determines the signal intensity parameter, the signal amplitude parameter, and the equalizer parameter on the basis of the predetermined criteria and the detected characteristic of the receiver 110 and sets the determined signal intensity parameter and the signal amplitude parameter for a transmitting device 200 and the determined equalizer parameter for the receiver 110.
