<P>PROBLEM TO BE SOLVED: To appropriately rearrange the respective items of a table. <P>SOLUTION: A vector extraction part 341 extracts a first vector of first items and a second vector of second items, which configure a first table, from the first table. A clustering part 343 generates a plurality of first clusters to which each of the first items configuring the first table belongs and a plurality of second clusters to which each of the second items configuring the first table belongs based on the first vectors and the second vectors. A classification item rearrangement part 344 rearranges the plurality of first items and the plurality of second items, which configure the first table, based on the plurality of first clusters and second clusters.
