PROBLEM TO BE SOLVED: To provide a hydraulic control device of a continuously variable transmission smoothly performing the control for the change gear ratio in the transient state of switching between the up-shift control and the down-shift control. SOLUTION: This hydraulic control device of a continuously variable transmission includes: a first shift control valve opening and closing a passage for supplying oil to an oil pressure chamber of the continuously variable transmission; and a second shift control valve opening and closing a passage for discharging oil from the oil pressure chamber, and performs the up-shift control and the down-shift control. The device includes: a first shift control means (step S1) for performing the up-shift control or the down-shift control; a second shift control means (steps S3, S5) for holding a target rotation speed of a driving pulley used in one shift control for a predetermined time in switching the shift control, and controlling the actual rotation speed of the driving pulley to approximate to the held target rotation speed; and a third shift control means (step S7) for performing the other shift control after the second shift control means.
