PROBLEM TO BE SOLVED: To overcome the problem with a conventional controller, wherein the actual operation of zoom, focus, panning, tilt and iris is different even when the controller is operated similarly, if the model of a universal head, a camera and a lens to be controlled is different. SOLUTION: The controller used in a system for switching the plurality of universal heads and remotely controlling them from the controller includes an operation unit to be operated by an operator, a manipulated variable detector for detecting the manipulated variable of the operation unit, a command value determiner for determining a command value from the manipulated variable, a transmitter for transmitting the command value, a model recognizer for recognizing the model of at least one of the universal head, the lens and the camera controllable from the controller, and an operation mode setter for selecting and setting an operation mode corresponding to imaging. The command value determiner changes the relation of the manipulated variable and the command value for at least one of zoom, focus, panning, tilt and iris corresponding to the set operation mode and the recognized model.
