A relay apparatus comprises: an upstream signal relaying unit for performing an upstream signal relay operation that amplifies an upstream signal of an upstream channel transmitted from a mobile station and that retransmits the upstream signal as amplified to a base station; a frequency information acquiring unit for acquiring, in a periodic manner or at given timings, frequency information indicating a frequency band used by the mobile station in the upstream channel; an upstream signal detecting unit for determining whether an average reception power of the upstream signals of the frequency band, which is indicated by the frequency information acquired by the frequency information acquiring unit, exceeds a threshold value; and a control unit for controlling, based on a result of the determination performed by the upstream signal detecting unit, the upstream signal relay operation performed by the upstream signal relaying unit.
