Disclosed is a structure provided with: a pair of analogous vertical hoist ways; and lifting containers which are connected to each other by a rope, are capable of containing and discharging water, and are moved up and down continuously; wherein the impact caused by the lifting containers when the containers free fall from considerable height while carrying considerable mass is absorbed; and wherein some or much of the water resource is reused by pumping. Cylinders respectively supporting analogous movable partitions which are provided in the lower parts of the respective hoist ways are connected to each other via a valve capable of opening and closing control of the cylinders, and valves are provided to supply a medium to or discharge it from the cylinders to ensure movement of the movable partitions between upper and lower limits. Further, in addition to the conduit pipes connected to the upper water tank, a plurality of conduit pipes are provided to temporarily store an amount of water which corresponds to the buffer stroke and which would otherwise be stored below the movable partitions, thereby reducing the actual pump head to an amount corresponding to the buffer stroke in order to reduce the pumping load. A circulating hydraulic power unit may be constructed with this structure and the movable partitions in the lower parts of the hoist ways so as to generate power.
