PROBLEM TO BE SOLVED: To provide a content distribution system, a content distribution method, and a program that effectively use a data transmission band by using unicast and multicast together and can rapidly and correctly repair the content data that are more likely to be viewed by the user when there arises any missing content data. SOLUTION: In a content server 1, a complement priority setting unit 16 sets an order in which each piece of content data is repaired based on viewing information that includes either information relating to reservation for viewing or information relating to viewing history, and a transmission method selection unit 18 determines whether missing data should be retransmitted by a unicast method or multicast method, based on the order in which the missing content data are repaired.
