PROBLEM TO BE SOLVED: To generate a video signal for interlaced scanning and prevent the accuracy of detecting a color subcarrier frequency component included in a luminance signal from degrading, in comparison with the accuracy of a pixel signal read out by sequential scanning. SOLUTION: A luminance signal SY1 is generated from a pixel signal SX for sequential scanning. A frequency component near a color subcarrier frequency is detected from the luminance signal SY1, is removed from the luminance signal SY1, and is converted to a luminance signal SY4 and a color signal SC4 for interlaced scanning.
