PROBLEM TO BE SOLVED: To enable slip recognition without requiring recognition information about various slips. SOLUTION: A slip recognizing device 10 previously inputs image data 12 of a slip 11 to be collated. A unique information extraction means 10a extracts one or more pieces of unique information including the position information of a feature unit predetermined from the input image data 12 and feature information associated with the position information, and stores the extracted information in a unique information storage means 10c. When the slips are collated, a unique information collation means 10d obtains the position information and the feature information from the unique information storage means 10c that previously registers the unique information. Based on the obtained position information, the unique information collation means 10d specifies a corresponding part of the image data 14 of a slip 13 to collate, and collates the slip 11 collated with the slip 13 to collate by determining whether the corresponding part of the image data 14 has the feature information or not.
