PROBLEM TO BE SOLVED: To provide a fixer that suppresses remaining of tack in fixing by a non-heat fixing method and has high fixability even if a fixer containing a plasticizer having an ester group in the molecules is stored for a long time at a high temperature, and to provide a fixing method, fixing device, image forming method, and image forming apparatus using this fixer. SOLUTION: This fixer fixes resin fine particles to a recording medium. The fixer includes a diluent containing water, a frother for putting the fixer into a foamy state, and a plasticizer for dissolving or swelling at least a part of the resin fine particles to soften them.
