<p><P>PROBLEM TO BE SOLVED: To provide a character form element determining device for determining a radical and a configuration part other than the radical in a character. <P>SOLUTION: A quantitative data generating part generates quantitative data including the largeness and center coordinate of a rectangle surrounding a contour pattern concerning a character contour pattern. A radical arrangement pattern analyzing part determines the arrangement patterns of the radical and configuration part other then the radical, based on the quantitative data, and divides the contour pattern into the first group of the radicals and the second group of configuration parts other than the radicals, based on the arrangement patterns. A conversion part converts the contour patterns of the first and second groups into first and second dot patterns.
