PROBLEM TO BE SOLVED: To provide a device to obtain a movement of an operator by using a movement input device connected to a steering device, and output a signal to control a vehicle by using obtained movement information and to provide a system using the same. SOLUTION: The movement input device 100 is applicable to the steering device 300. The vehicle control system includes the movement input device 100 including a signal detection part 110 attached to or contained inside a surface of the steering device 300 to detect a movement of a touching finger using resistance type conductive yarn, an estimation part 120 to receive transmission of the signal of the touching finger detected by a the signal detection part 110, and estimate a state of an operator, and a display part 130 to convert the estimated movement of the operator into a signal in a mode sensible by the user, an extraction part to analyze state information transmitted by a transmission part, and extract an operation signal of the user, and a control part to generate a control signal to an external device based on the extracted operation signal of the user.
