PROBLEM TO BE SOLVED: To provide an information display apparatus that is suited to a practical use by determining whether a specific user observes, properly changing contents to be displayed and improving degree of freedom of usability to the user to enhance convenience, and to provide an information display method. SOLUTION: The apparatus includes: a display means (13) that performs display based on input information; a camera (14) that photographs forward of a display screen of the display means (13); and a control means (22e) that determines whether a facial image photographed by the camera (14) looks at the display screen, and when determined, switches the contents of the display means (13) to a predetermined contents.
