The mobile communication system (100) is provided with a line determination unit (22) which uses line identifiers constructed to identify a user who has set up a wireless base station for controlling special cells to determine whether or not a communication call is utilizing the user line; and a calculation unit (24) for calculating reduced fees, which are reduced for a user who set up the wireless base station for controlling special cells, from among the usage fees for communication calls utilizing the user line.
