PURPOSE: A system for providing session initiation protocol(SIP)-based communication services and a method for the same are provided to flexibly distribute a session relay server(SRS) by changing distribution conditions in real time. CONSTITUTION: An SIP signaling server(320) implements the function of a proxy server signaling between clients(120, 130). The SIP signaling server receives multimedia requests from the clients. A relational database(330) includes a session condition table(332) and a session information table(334). The session condition table includes a condition table in which SRS distribution conditions are stored. SRS(340-1, 340-n) relays session between the relational database and clients.
