The system has a cylindrical support block made of synthetic resin, where the system is fixed on a frame (4) of a bicycle. Diameter of a saddle of the bicycle is between 30 and 35 mm. A tube is utilized for height adjustment of the saddle in a housing of a body (3). A rubber seal adjusts difference of diameters of frames of the bicycles or electric bicycles. A lock system is equipped with a pull knob, a pin and a spring. The pin is released from the housing on the locking system while raising the pull knob. The pin is positioned by utilizing the spring by loosening the pull knob.
