<p><P>PROBLEM TO BE SOLVED: To provide an image encoding method for encoding an image so as to achieve quick random access without reducing encoding efficiency. <P>SOLUTION: The image encoding method includes: encoding steps (S102, S103) of treating a plurality of pictures as one random access unit (RAU) and encoding a picture parameter set (PPS) to be used for decoding of all pictures (pic) included in the random access unit (RAM) and decoding a sequence parameter set (SPS); and a parameter set arrangement step (S104) of arranging the parameter sets (PPS, SPS) encoded by the encoding steps (S102, S103) in the random access unit (RAU). <P>COPYRIGHT: (C)2011,JPO&INPIT</p> |
